If you Have the two disc DVD or Blue Ray of HHAW you will see in the animation test that Ned had red fur before they gave him blue fur and he had more stripes on his arms.Horton hears a Who!(c) Dr. Seuss

Blue's not that bad, but I do really dig the more stripes!

I notic that too plushe had a differnt outfit in one of the tset it looks just like one of the couniclmen outfit.

I did notice in "Mayor messes with a who" the who the Mayor messed with looked kind of like the Mayor in the movie now. maybe in that test they were comparing models to see which one looked better as a Mayor
I also did notice the blue one had glasses 
well I tested that thought... I kinda liked it [link]

Yes it's in on test called" Fexabilltiy" it was showing how the Mayor move about in a cartoon style.
"Mayor messes with a who" That one was funny, why on earth was Ned even bothering that guy to begin with? I lways find it funny to have a character do that

I thought the Mayor walked by in a happy mood and was like "Hey Hello! You look just like me! Let's make you look exactly like me!" and messes with the who's hair and face before the who got mad and yelled at him (I also like how the Mayor ran away 
oh right! that is the fully rendered old outfit! how did I miss that??
I guess I was laughing harder at the "Facial test" afterward where he was making all those funny faces to test his facial dexterity (that last second where he goes bonkers is scary)
