Ok, ok, those are a lot of questions.I'm gonna answer all in one comment ok?Here we go.
•I'm not sure if there's any good game to create a nice MewMew design.But if you're planning to make any kind of OC I don't recommend to use dress up games(maybe to make a basic idea for the colors and style, but never make the clothes identical of the dress-up).I recomend you to take a look at other people's OCs to get inspiration.Also, there's some nice tutorials of how to make an OC like this one (you don't have to make everything that it says, but gives you a nice idea of how start).Also make a research about wich animal matches the personality of your Mew(if you already knows her personality) and make her design based on it with some resemblances of the food they represent.
•The bird is the Japanese Long Tailed Tit , and is the cutest thing in the world.
•'Create like me'... I didn't use a dress up/maker/game if that's what you mean.I made her design from zero and by myself.I made this image on Paint.net, wich is a program that is like a better version of Microsoft Paint and it's free(you can download it in here if you're interested).
