This a new skit and this one is Kamen Rider related, as you're confused about the name Sahavara, it was random name for one of the Blood Tribe possessing Ryoka. As for the mother and father of Evolt and Killbus, we've never been introduced to their parents so I decided habe a Headcanon about their parents (the father died as the mother lived), while I've based it on one of Devilartemis videos, hope you love it.
