This is Haji, Saya's first chevalier. Saya is very upset, and this is one of three times Haji takes the initiative--the other two are when he catches her while she's falling from a skyscraper (he appologizes for breaking a promise), and the ending, when he *insert spoiler here{if you know it}*.
Haji rarely shows that he has an opinion, or feels he must deviate from Saya's opinion. Here he comforts her when she's trying to be strong, and by doing so, forces her emotions out into the open.
........so, yes, she IS crying uncontrollably on a public street sidewalk......
Poor Saya!
