This is a captive one, even if it is allowed to fly free at times. Those straps are what they use to tie them down at other times.

It's not as bad as it sounds. These are well treated captive birds, so on displays when they are not flying they're kept tethered. Imagine like a dog on a leash. Individually they're well behaved even untethered, but I guess you can't be too careful as they have lots of different types near each other.
