I don't have many tips to give on art because I'm not so great at art, but I can say that References are the best for art. In fact, I have a whole folder on my desktop dedicated to reference sheets of lots of characters so I can have them direct me how to draw something if I can't figure it out. And if you feel like it, remember this phrase I made:
"M.S.A.Y.B.F, (Model. Sheets. Are. Your. Best. Friend.)".

I just want to be the best I can, as I feel I can draw good, though I know I won't be the best artist because others have practiced for years and decades with Great Talent.

That is good thing to remember you don't have to be the very best ^^ And remember not to compare yourself too much to other artists. It's better to compare your new drawings to your older ones and see the improvement ^^

MS Paint isn't a great art tool if I say so myself. It's hard to realize how bad you were at art until you've seen it again.

It isn't. I remember using that many years ago xD but some people manage to do great even with MS Paint.

I've seen some great art examples and it's mind blowing. I think the user is Aka-something-Fox who drew very good Sonic characters in MS Paint.
