Hahah, so typically human. We used chainswords long millenia before the first human ancestors crawled on their bellies out of the sea on the gods' forsaken planet.
And the chainsword is a characteristic weapon of Striking Scorpion Aspect. The Exarch in the picture is armed with a two-handed version called Biting Blade.

You think so because humans replicated Eldar chain weapons in a crude barbaric way. The eldar chainswords are lightweigh, soft-humming, thought-triggered, they have monomolecular-edged teeth and their "advanced design augments the user's strength".

The real question is, who else is with that guardsmen? Do they execute him, or simply continue to sneak past towards their objective, lest their infiltration stirs a ruckus?

I just got done reading the Path of the Warrior novel. I now possess a better than usual understanding of the Eldar psyche, and can finally answer my own question from a year ago:

I've heard a funny army story about a guardsman who slept on his heavy bolter guarding duty during a exersice camp. He would have not been catched if his head would've been leaning against the stock of the gun when his Commissar took his quick lap for checking the guards.

Sorry, but nope) The Eldar do not do things Much. Overindulgence and excess is a taboo and the very system of the Eldar Path is built to avoid it.
When the Aspect Warriors kill, they do it by any means necessary, but not more. It may be very brutal, in melee they slash, sever, impale and rip, and they may even like it a bit under their war masks, but they do not go into sadism, basically they just destroy their targets.
