I always felt that this stage seemed very out of place in Sonic Generations.
I mean all of that Post Apocalyptic stuff that happened in Crisis City was erased from time after Elise went back in time and stopped Solaris from ever coming to power, so this should no longer be in the timeline and therefore inaccessible by the Time Eater.
Although it was still a neat rematch with one of my favorite Hedgehogs in the series, but sort of out of place. I personally think it would've worked better to face him in Sonic Rivals, which wasn't erased from the Timeline by Elise or anything.
