Cecil didn't survive actually. When he was fifteen, something from within a mirror broke out, killed him, then supposedly replaced him. Cecil has no memory of the event because he's a doppelganger.

I feel so bad for Steve... normally if Cecil hates anyone I'll hate them on principle, but Steve is my one exception. Probably because I think that, if I lived in Night Vale, I'd probably be right next to him screaming about conspiracies and nightmare visions. Sorry, Cecil!
