Yes, this has been done to death. In fact the only reason why I'm posting this is because I've seen two different versions of the Neptune-Sea Creature, Uranus-Bird Creature, and wished to demonstrate that I too! have had that idea. Probably before the other two artists... (check out the date... signed '99, 4 years ago... some of my best works were done in '99-- which was my grade 12 year of high school.) But even then, this idea was half stolen... I believe the image of Michiru was taken? from a doujinshi image I saw while surfing the 'net. In that case only Haruka is original and even then that's a stretch as it's not hard to put two and two together... Michiru has water powers, hense the mermaid, Haruka has air powers, hense the feathers. And that's all I'm going to say about that.

Anyway, this picture is nicely drawn, I love how you've drawn Uranus as a bird. Like other than the idea, I mean how you actually mixed in the bird parts. I haven't really seen a human mixed with birds, so I have nothing to compare to (I tried to draw that once, but didn't know how the heck to do it, other than wings), but I love how you've done it.
Mermaids are so cool, too. And from what you've colored so far, your coloring is really good. (The fin part that's colored.)
I don't know why, but I really like the way you've drawn Uranus' hand. And the way you've covered up Neptune's boob looks cool. (I'm not looking at boobs, but I'm saying it's not the typical shell or bikini.)

I like this picture a ton! My friends are doing the sailor senshi thing right now. I'm sailor jupiter, apparently. (weird, I've never had a boyfriend. I wanted to be Tuxedo Mask! XD) I wish we could just stick with the IZ thing we have going? (I just wanna stick to being Dib. It works for me. ^^')

I like this picture a lot.
Different to the other people who had the same idea, you were able to give haruka and Michiru real character by using you own style and i also like the colour scheme you have hinted at a lot!
It's a pity you didn't finish it!
