As a Sniper, yuou don't want your eye right up to the scope, reason: Recoil, imagine that lence and the protruding bit securing the lense slamming full force back into your eye, Snipers hold the scope quite far from their eyes enough to let them see through them but not enough for that scope to kick back into your eye

Not to mention that all modern scopes are configured with that in mind. If you look up right close in a modern sniper scope the whole thing is very hard to use.
Plus, I can assure you that with the head that close the stock is a bitch to deal with. Forget about moving the rifle around much.
