One of the person in Undertale theory fandom, or at least one of person that anΒ analysis the game, say that Chara creepy face in the G-End is rotten mummy face. But I do like the idea of black bleeding face for artist reason.

Charas creepy face looks sort of adorable.

In this context, it actually is kinda cute: Frisk's first impression of Chara is her basically going, "Look at how tough and spooky I am!," and then backfiring spectacularly.
In another context, it wouldn't be as cute.
