Hee! He reminds me of Commander Chaos from my Superior City campaign (who was basically just represented with a modified Major Maxim IndyClix mini -- but I wouldn't go so far as to say he reminds me of "Major Maxim," because this fellow is far more dapper than that).
Okay, I think I recognize the bladed boomerang as being from #50133 , Mira: Post-Apocalyptic Heroine. Body and walking cane I'll say is from #59029 Baron Simone LaCroix. I'm not sure what you did for the head, though (and I can't get a good look at the backpack to see that, either, but I'll guess something CAV-related is involved?

I believe the head was from the bitz pile - not sure which figure it was.
