Jerome is a GSD. Because in the manga he says: "Same breed dogs can't run faster than me." And Victor and his group are GSD.

I know how German Shepherd looks, and how East-European shepherd looks. They are both very similar, but Jerome is exactly like EES.

Only because he looks like one, doesn´t mean he is one,
all pages about Ginga says he´s a german shepherd.
If you think he should be re-designed to look more like a german shepherd instead
of an east-european shepherd, please talk to Yoshihiro Takahashi, the original designer. ^^)

EES is very rare dog breed. Not much humans know about it and it's very similar to GSD.
Ginga pages says that he's GSD because those who wrote it doesn't even know about EES.
Some Ginga pages says that Hiro is golden retriever and Hurricane - Airdale terrier!

Yes, it is. I don't even think EES will be there.
They were very popular in CCCP, but now-days these dogs almost doesn't even exist. Some people had mixed normal GSD and doberman with EES and they also call it ''East-european Shepherd'' but that dog is nothing like old CCCP EES.

I see your point here, but just because you've linked me photos of these dogs it isn't irrefutable proof. Like I can see that the EESD has a tendency towards paler fur like Jerome, but that doesn't mean that it isn't the same for GSD; even though the pictures you've linked of GSD all have John's colouration, GSD can have Jerome's colouration as well. Just google "silver german shepherd" and you'll see plenty. I once had a GSD/Dobie mix too and she had pale fur like Jerome; it's not breed-specific, it's just to do with the intensity of the phaeomelanin being expressed in the particular dog's genome.
Also just because a character uses different terms to describe others, it's not necessarily meaningful evidence. It could just be down to chance, especially as that's only one instance. If anything, Kamakiri comes across as the type to use less formal terms than Akame which could be the reason why he only called Jerome a "shepherd".
Also, Takahashi has a tendency of "recycling" character breeds and using the same ones over and over - Akita, Kishu, GSD, Husky, Mastiff etc; he doesn't illustrate a lot of breed variety as it is, so that's also not a very reliable method of determining differences between two already very similar-looking breeds.
I think the safest thing to do would be to agree with what seems to be at least 97% of the fandom and accept that Jerome is a GSD.

EES dogs are bigger, stronger and smarter than GSD. Jerome was almost as big as Hougen, the Great Dane, but John was only in Akame's size.
Well yes, Jerome can just as well BE GSD, but he's likely more like EES.
With that I meant that it's never said that Jerome IS GSD. Not in manga, not in anime. Nowhere.

Having just reviewed a few anime episodes, I couldn't see any (consistant) noticeable size differences between those dogs. I don't have the time to check the manga. But again I'd rather rely on solid fact rather than flimsy speculation.
But it's not stated that he's not a GSD either
