Looks neat! The little puffs on its head almost look like pilot goggles.
I actually remember another flying Eeveelution concept I saw many years ago also called "Breezeon". That design was a lot more cloud-based, and it had an interesting gimmick where native Breezeon never touch the ground again after they've taken flight and even if you catch one and send it out, it will fly away to the skies. Only a Breezeon obtained through evolution would stay with its trainer.

The purple and the eye colour are throwing me off. What if you made the eye colour that purple and made the purple parts a very pale blue/white/grey?
