Realized not long after making this that it looked a lot like Alucard from Hellsing, so *ta-da* its now a fanart.

for make vector with photoshop it's difficult or no?

well, mine arent true vectors. what i do is pretty simple.
but to make a true vector in photoshop, you have to use the Pen Tool. i haven't tried it, but i heard it isn't too hard once you get the hang of it.
