If the games were canon, then Frieza is stronger than Android 16 and Frieza can fight MSSJ Goku evenly. Even if Broly went LSSJ3, SSJ3 Gotenks is 4x more powerful than SSJ3 Goku while Broly was at the best possbile level for LSSJ3, is 2x SSJ3 Goku.
