I didn't know Orions served in Starfleet. Then again, maybe they did but only on ships never shown in Star Trek.

My point exactly. Even after five series (six if you count the animated series) and well over 200 episodes, they never even showed all the known species that were members of the UFP. (I'm not certain the Orions were members of the UFP.) On top of that, Lt. Worf was a Klingon and his species weren't members of the UFP.

From what I understand, if your world is a member of the Federation you are automatically a citizen and therefore eligible to enter Star Fleet.
If you are not a citizen, then your application to enter Star Fleet would have to be sponsored by an officer (minimum of captain?) or a senior diplomat. This is how Saavik (The Wrath of Khan) and Jaylah (Star Trek: Beyond) were able to apply.
There may be other avenues available, but I can't think of any at the moment.

Could be. I remember when Nogg the Ferengi wanted to join Starfleet he had to be sponsored by Capt. Sisko to go to the Academy. I would think, though, that the non-Federation citizens would have to give up their citizenship in their Federation, Empire, etc. since there was the possibility of a war with non-Federation members.

Regarding "foreign" citizenship, that's probably true, although if you are from a currently hostile government (e.g. the Klingon Empire or Romulan Star Empire during Kirk's era) then you'd still out of luck.
However, since the Orions as a whole were neutral - their "government", such as it was just tended to turn a blind eye to the piracy carried out by private citizens - individuals would be more likely to get a sponsor (in Star Trek 2009, Uhura's roomie was an Orion... who happened to be in bed with Kirk).
Also, thanks for mentioning Nogg, I'd forgotten about him.

I always look forward to seeing these characters. I used to have a book about the Federation that mentioned every known member species which included several never seen or even mentioned in any of the series.

Canon - Because of the Orion's Pirate Society, there is none. Even in the more 'enlightened age' of The Next Generation, Orions were never to be trusted. Starfleet/Federation trusted the Romulans more than the Orions.
Now that I think of it. . .how many people tried to look up Urhura's skirt when she was on TV?

LOL @ the upskirt... As for Nevis, as a baby she was rescued from a disabled Orion cargo ship that had been attacked by Klingons by the USS Potemkin. She was the sole survivor. The captain of the Potemkin took temporary custody of her and later persuaded his sister to adopt Nevis. She was adopted by humans, raised on Mars, and thus became a citizen of the Federation.
