No, it's not a prevo of Manaphy, but it is obtained by breeding Manaphy. I really don't know why everyone's dissing it, I think it's cool that you can breed an event Pokemon and have a somewhat weaker, though much cuter Pokemon to spread around to those unfortunate enough not to have gotten Manaphy. I myself have never gotten an event Pokemon, but I really want a Sheimi.Fione (c) Nintendo, Creatures, Gamefreak.

Yeah... Sheimii. I'd just get Manaphy from pokemon ranger and add it or Phione in my team.

Phione is better than Manaphy. Phione is actually taller and heavier than Manaphy. Not sure if you knew that.

People are dissing Fione?! Why? It's so cute and who else can claim to be a legendary Pokemon's offspring?
The only event Pokemon I have are Mew and Jirachi, because I don't use cheating things.

Urgh, same here. It gets really annoying. I can't stand all of this complex battle shit floating around.. and especially things like STAB (which I haven't even looked into, just heard of), IVs and Evs. e_o very few people it seems just train Pokemon they like, instead of strong/cheap ones.

STAB is comparatively easy to understand compared to IV and EV. My friend knows almost completely about IV and EV< but I still can't get a good grip on it, since it's almost exclusively dealing with randomly generated numbers, something I really don't like messing with.
STAB, though, is just 'Same Type Attack Bonus', which means if your Pokemon uses an attack matching their type, they get, i think, a 5 or 10% bonus attack damage. Very handy to remember, especially when choosing what attacks go on which pokemon.

It's weird, I actually think Fione is way cuter than Manaphy and I actually really, really want one. XD Fortunately they should be somewhat easy to find on wifi... once Nintendo actually gives away some Manaphies that is.

Apparently you got it via an event in/for Ranger, which can be transfered to D/P. I wonder how/if they'll distribute them in english versions.

In my opinion, it's be as much as underused in competitive play (guessing). Don't know about its full moveset, though, so that can become a problem if it doesn't get good moves. :/

I think the biggest reason why people diss Fione is because of its stats:
A:80 D:80 S:80 SP. A:80 SP. D:80 HP:80
And it doesn't learn Heart Swap or tail glow either.
Still, I'm thinking it's a great idea for people who like the look of Manaphy, but don't like to use ubers and legendaries in competitive play (Me)
