Almost all the fan art leaves out her choker necklace. Β Good Job!

I'm actually pretty sure the "choker" is just the shadowΒ under her chin. In the first episode, note 1:27, where she ducks down to put down the crotch ice.
The "choker," being a shadow, changes depth.

When she is in dream world she clearly has one. Β Considering its a bit of an alternate reality and a reflection of herself I don't believe its just a shadow. Β There are headed down and away from the light source initially so a shadow would not form in that particular manner. Β Just the way it is is always the same darkness regardless of the light level and appears to go all the way around in every shot doesn't seem consistent with the characteristics of a shadow, even for an animation.
