Vision: Well, I can clearly tell that this is Scourge. dem eyes. XD anyway, the theme of this picture is clear. Very clear.
But you could add a little bit of work on his expression, it's a tad hard for me to tell if he's sad or angry. I'll go with both. ;u;

Originality: Well, you do see quite a bit of Scourge art. But still, HE NEEDS FANART. /dead
Anyway, now that i think of it, this song really fits him, and nobody's really done a pic of him with this song. That's original, obviously. xD

Techinque: I love, love, love how you did the background. The blue/white/black really suits his personality. :3 Though, the white paw shouldn't be turned forward like that if he's facing sideways. It should be turned to the side as well. The body shape/size is just right, though his ear seems a bit small.

Impact: Well, overall, this really shows Scourge's personality really well. I love this picture so much. <3 ;u;

So the Negitives:
the blue around him isnt that good i think it would be a lot better if you would of made more around him. And last but least the spray around his name and his fluufy head is big..

Postives YA!:
He body postision is great and so is the shading, I LOVE his muzzle, and his eye is great. I like his collar it is good. The teeth on it are excellent. Expression really represents him! The tail looks like its 3D.

i dont really like the white cloud thing with his name in it, probibly a better thing,would be to only put the cloud around his name, not around the whole corner.

postitve:
i really like the posture, and how you thinned out the lines in some spots, the hair and the muzzle are also very good.

Not a premium, but I'll still write one.

The drawing is very nice. Better than I can do. Though the way he's sitting, and the hair kinda makes me think you drew a she-cat. If I hadn't read the title, and the name at the top right, with one quick glance, I would have though it was a she-cat. Hm....The white paw needs a little shading, and some areas of the muzzle+hair. The blue background doesn't really look good with the black background, and white of the top left. If the background didn't have the blue stuff, it wound probably look better. Ummm...the white paw kinda looks a bit twisted/in a weird angle. I also feel that the tail needs to be a bit longer, and a tiny bit skinnier, based on how you drew the body. Back to the hair. It kinda looks a bit too big, like you drew too much hair.
Now away from that. Time for the goods. The position of where Scourge is looking, and look of his face sets a really interesting emotion. The way you drew his muzzle is very good. Though stating that you drew this whole thing with only a mouse makes this drawing even more than good. I expected this to be drawn on a tablet.
