My great friend has informed me that this is a"Blue Capped Cordon Bleu Waxbill"

it is a female cordon bleu waxbill found in Africa.. the male usually has red dashes on his cheeks. i actually own one in my aviary over here in malta they are legal to breed =]

I would just edit the comments to include the name.
I have quite a few field guides and reference sources in my library but these days Google is the source of choice for expedience. I've also compiled a number of excellent reference web sites for identification of butterflies, birds and flowers.
