I get the feeling Tifa never liked her tour guide outfit. Even if she's not afraid of skimpy outfits, I don't think she was too thrilled with the prospect of being underage and wearing a sexy cowgirl outfit to attract tourists - just, how creepy is that, that such a thing is even allowed for someone underage? But she was hurting for some spending money and it was the only job she could find, and the guy running the tour business was trustworthy enough (you couldn't get away with much in a town as small as Nibelheim, anyway). So, she went for it - but she wasn't very pleased.

Even so, she keeps the costume because it's one of the few things she has left of her home. Mainly to remind her of the things she DOESN'T miss when she's feeling bad.

So, here's a small fragment of my "everyone lives" AU.
