Well, in the film, 9 and his kind weren't born in the same way as humans. He was stitched together by a scientist who was going to give the last piece of his soul to 9 as he did with eight other stitchpunk ragdolls he created. Since it was the last piece of the scientist's soul, and he did not have anyone help make the dolls with him, no one else was ever able to wake up 9, so he was left hanging there for about a decade or so until the strings keeping him there broke and he fell hard enough to wake up.
