3hrs in PS CS1.I spent a bit more time actually looking at the proportions for this one. I'm quite happy with how he's come out.

How do you achieve the atmospheric effect for the background?

I believe I used a very 'fluffy' brush, set to 10-20% opacity; then just blended in the lights with the darks.
