The funhouse characters are probably the laziest made enemies

A lot of RPG's (Example being any of the Paper Mario games) seem to do this around the end of the game, not sure why.

True, maybe because by the end of the game your more focused on beating it and not on the enemies, and so is the creator(s). They want the ending to be really good so they maybe spend more time and money on the ending rather than the final encounters with normal enimies
