Vector is another way of drawing that uses mathematical calculations to draw.
You can zoom in a vector image forever and still see no pixels. (Must have open the vector file in a vector program.)
Adobe illustrator is one program to draw vector images in.

you should be able to open a vector in Β your web browser (the .svg) (ex: i.imgur.com/NfnkHAD.png this is one i did of a png.)
and if you have a picture viewing program that is actually good it should also be able to view them.
so yeah YOU DON'T NEED A VECTOR PROGRAM TO OPEN A .SVG !! @_@

A type of line creation that uses formula to compute the curve/placement of a line instead of having the artist manually place it, I believe. The largest effective difference I can think of being that it will scale resolutions better because all of its measurements are relative to each other. I'm not 100% though.
