It's definitely not too dark! It is even almost perfect!
The only thing i'm missing a bit about that picture is the mood, the atmosphere.
Quite nice that you already added the fog on the ground, though it could be a bit more contrasty and noisy, but unfortunately the sky is looking so boring! Try adding a bit more depth to it, perhaps some fog layers as well. And i'd say it has to be even darker. Now it rather looks like the sun's about to rise.
Apart from that, the brightness of the houses is just perfect. I love them! But why not adding some scarily big shadows casted by a few small lanterns/lamps on the walls?
Honestly, this render got so much potential, you MUST give it another try so that we can see a masterpiece here!
