Sadly it's a studio system not a merit system. There were probably half a dozen better suited actresses not just Sackhoff who were even age appropriate for the role.Β Katee "Starbuck" Sackhoff could've gotten a lot of heat for taking on an originally male character but she made it work and became a none issue.
This is how it works. They promote a 20 something girl with reasonable talent and usually blonde, put her in an awards worthy(?) film, give her an award then send her off to do a film franchise. All the time she is under contract with the studios. Their very own self-evident phenomenal actress even if she isn't.
If they really want to virtue signal, go with Ms. Marvel. That's a better character anyway.
