Regan looks great on it! (Yeah, I know he looks a lot like Takuya. This ain't my fault. Blame on the guy who originally made a gif pic of Regan using a Takuya gif from the happy Galgomon factory, though I believe that he hasn't done just some simple recoloring, that guy is actually really good at making gif pics.)

The more I look at it again, the more I find how beautiful it looks. How much the drawing style is so much akin to the show.
It really, really look cute and kinda romantic in a way.
Obviously not a kissing scene, but it shows how nice Regan can be. ^_^
He's kinda like "Here Kari. I think you'd need it." (along with probably being relived that his digimon isn't around right now 
And she obviously like "Uhmmm...", very uncertain. It's really pretty.

Oh I had this idea in mind since a while already. Although it's not truly exactly what I imagined, it's still really, really great. So, there's no need to be worried on that.

(Ahhhh-ha, his character looks far too much like Takuya. 
Pretty good job on the back-lighting in the first panel - also the sun came out decent (I'm so tired of people who try to draw realistic suns and make it yellow but the aura around it white @_@)
I think the one thing you could easily fix is the gradient for the sky. It looks like you were trying to get the sky to turn from red to orange to blue - most programs SHOULD have an option that lets you customize the gradient so it can't (if your's doesn't have this option, you might be due for an upgrade ._.)

Ah, yes the white speckly goodness from 01 and 02's scenery. I'm 99% sure the show's artists created that look by taking a brush, getting it dripping wet with white paint (probably gousche) and just start flicking it onto their landscape drawings. ^_^
But if you're going to be creating that effect in the computer, the only thing I know to recommend is the speckled brush tool (Photoshop 7 has this). Basically use brush to get the white spots and then go over it a few times with the eraser (also on the same setting) to make the spots more accurate. I usually use that technique to color in large patches of grass and leaves, but it should also work for what you're looking for. ^.~
