*UPDATE: Gah, Please forgive all the typos. There's so many. ;3;AHHHH I HOPE YOU GUYS LIKE THIS. ;3; I really tried to put everything I know there. I just recently discovered the awesome-ness of the marker tool. So I'm not that pro yet at that topic. Haha ~
If you guys ever have any questions, even if you think it's stupid, just ask me! I've had my fair share of stupid questions.
Like if there's any difference between the pen tool and the line work layer. ;3; Which I just recently discovered the answer too. *3*

OH YEAH. This is only applicable to SAI. I'm not sure if it works in Photoshop. Or if there's even a marker tool there. *3*

Ah they're the same. c: Sorry if I confused you. It's the tool you use to pick a color from your work/image. It's the one that looks like an eyedropper thing on the tool panel. c:

Hmm, it's actually more of building it up. I just sloppily choose random colors from the color wheel and then start building it up using different layer options, filters and blending. It's more of a process than actual knowledge. *3* I don't really have books or lessons that really tackle about how to best use them.
It's also through lots of influences from artists. Ever since I got obsessed with anime, I started using more bright colors. Many were from other artists here on DA. yuumei 's colors really got me inspired to start learning digital art and plenty more artists. The best people to learn from are those that work in animation studios. You could try reading The Art Of's books of animated movies from Pixar, Dreamworks and other studios. They usually contain really interesting color usage.
Thousands of artists here in DA are really talented and amazing. Try examining their works closely and see how they use colors to their advantage.
(A personal favorite reference of mine are from art geniuses like Da Vinci. Or look through the paintings done during the Baroque period. My favorite art movement would be the Impressionism one or Romanticism. I encourage you to search for Romantic paintings. They're really beautiful. c: My favorite artist from that period is J.M.W. Turner. His paintings are just so beautiful.)

Just out of curiosity how many layers do you normally have? Like do you do it all on one or is the background and stuff on a different layer?

Hmmm. I'm pretty lazy when it comes to layers. So I usually use about 4-5 layers. But the thing is, I love merging layers so much. So I'm not sure on how many layers I actually use. ;3; At first, I go with the normal BG, LA then the colors beneath, then I merge everything. After that, I paint over to make details. Then extra layers for effects.
That's usually how I do things. c: Sorry if it's confusing. ;3;

*AH okay chineck ko. It's a texture for your brush. The bar beside it indicates how strong the texture shows in the canvas. c:
The one above is (Yung nakalagay usually ay simple circle) used to change the nature of the brush. You can make it into a flat brush, rocky-ish brush or cloud brush. 8D Try mo! Super saya. c:

Hmmmmmmm. There's lots of painting tutorials that are very helpful. I'm afraid I don't know any that focus on the painterly-ish way rather than really neat coloring. *3* Though I can recommend that you try watching time lapse/speed paints on youtube. They will really help you. C:

Hmmm. I just pick them out in my head? Haha. Actually I always use colors that are in the middle. Not super saturated but not super light too. They're in the gray tones. c: After, I just pick my favorite colors like blue or orange and add them in using the marker tool. c:
