It's a common practice back here in India too, it's supposed to make the kid's eyes beautiful ( atleast that's what is believed in India).
And I think it does, to some extend.

Just is just a guess, but I would think it would be similar to what athletes in baseball and football do. When playing in the middle of the day and the sun is bearing down on them, they use to wear black eyeliners on their cheekbones below the eyes to help draw the sun out and away from their eyes. For babies born in a desert environment, it's probably for their own safety and well being.
As for considering it child abuse, until you live in another country with another culture, you should probably keep your judgmental opinions to yourself and learn how people in other parts of the world adapt to survive.
