Historically prior to the Israeli war of independence but during the Mandate of Palestine Civil War (prior to the termination of the mandate) the Zionist leadership, and to a lesser extent the British foreign office conducted extensive secret negotiations with King Abdullah I of Transjordan for Jordanian-Jewish cooperation and a potential Jordanian annexation of the Arab parts of Palestine to avoid the risk of a state under Mufti Amin al-Husseini, leader of the Arab Higher Committee, who had collaborated with the Nazis during WW2 aiding in the establishment of the Bosnian SS. One notable proposal by Abdullah was for a full Jordanian annexation of the Mandate of Palestine and a completely autonomous Jewish Canton which would have permanent reserved representation in the Jordanian parliament which is what this map shows.
