I just realized something.
Where have we seen a rather destructive hyper beam being used previously?
The security camera footage in Round 8, where it was being fired by a Garchomp.
I suspect that we may have a connection here.

It's one of those details that wasn't released to the public when the round was announced, but only to the participants; consequently, it's shown up in several of their entries.

Of course, the theory that said Garchomp is too blame for this hyper beam has been disproved with the subsequent comics, but it was a nice one while it lasted.
