Look closely. The icon should appear as in the standard theme, in the Personalization window.

They did appear but after clicking it doesn't apply theme. It just turn into normal basic theme or a version of default theme without skinning...
Strange. I know how to apply a theme and also modify/editing visual style myself but this time it's a bit odd. Any idea why it doesn't look like your screenshot? It just looks like normal regular basic theme buildin Win7 (Yes, system was patched to allow 3rd party theme long time before).
