Eh, depends. He's apparently showing up more in competitive team compositions these days, and a Torbjorn's armor and turret can really help contribute in unexpected ways.

For example, I've been in a defense situation with no tanks and won. Torb, Symetra, Mercy, Tracer and another two who I don't quite recall. Keep in mind that the defending team is a bunch of randoms. The attacking team [a group of 4 and two randoms] was using a standard 2/2/2. Didn't really work out for them; they could have chosen to switch to counters for the heroes on our team, but they decided to stick with the meta and couldn't even take the first point on Volskaya. The problem isn't a matter of team composition so much as it is a matter of how the players utilize the heroes they've chosen. So rather than being one of those people saying "Get with the meta, Torbjorn," or "Hanzo, go something else please!" you should stop and ask yourself whether you should switch instead. Going with the meta will only get a team so far if that team is in the role they're comfortable with and they aren't being put into a situation that challenges that meta.

Unless you're the only healer, then if you switch you look like an asshole. Zenyatta main, Lucio if no one plays healer.
