I really love her dress. It's very pretty. I know Nova mentioned the lace where her top skirt bunches which is a possibility. But given the time era, more likely it would have been gathered as you have drawn here. I'd make sure those lines on the top skirt go all the way to the bottom of that part of that skirt, but other than I think the folds you've done are great. I also know Nova mentioned a hat, but as she's not prone for them you might consider styling her hair up, or partially up. I don't believe it would have been very common for a woman, especially a higher class lady to leave her hair done like that. But just an idea, take it or leave it as you wish.
Another neat character design. She's very pretty. I like the shoes you've chosen for her. And I love her fan. She looks like she'd be very fun to draw.

Again very nice job. one thing you may consider (although not entirely necessary) is adding some strips of fabric or lace holding the upper layer of the skirt up where it bunches up. I say this because Alanna made a Skirt like this for our wedding (she made her own dress) and it had similar bunches like that which were held up by 2 strips of lace. just something to consider.
I love the design of the dress as a whole. extremely Victorian high society. You may also consider adding a hat to part of her wardrobe. Victorian ladies, especially wealthy ones, wore fancy hats as a symbol of status.
