It's really easy to use it (drag and trop), English language avaiable, and you can choose the image formats/sizes you want (from 16x16 to 256x256).
Also, there's a plugin for paint.net which allows to open .ico files, and so, to edit png and save them as ico (and the contrary too).
For editing everything, I use:
ToYcon (for quick conversions, even mass conversions)
IcoFX (for editing ico) [link]
AniFX (for editing cursors) [link]
Paint.net (for editing all the rest) [link]

There is some problem with ToYcon download, but the plugin for Paint.net is great. Paint.net is also my choice.

Yes, really, I use it to convert thousands of icons from ico to png or png to ico when I release an icon set of a different color. Mail sent!
