Floating outside the outer reaches of the galaxy, we find the eternal being that is Deve'Loro; He who judges. Deve'Loro spends weeks, months, or even years waiting for any sapient entity to come close enough for his powers to take full effect. It is said that his eyes hold different purposes for each pair, with the outer only able to view the person from the view of an outsider, while the inner able to look into one's inner self, seeing who they truly are. He uses them to peer into a being's mind, evaluating them and what they seek. Although he has a mouth, he does not speak, only communicating via telepathy.

Almost always he will deliver his thoughts of those he is judging with scathing negativity, as only those truly good at heart have ever been viewed in a good light by him.

Other eternal beings often pay no mind to him, considering him to be an outsider deity (A grouping given to supreme beings who have been rejected by the majority of other eternal beings)
