Completed Guess Who assignment for !!!
(Not as dynamic or prolific as Gerda or Kai 's assignments, but detailed with equal if not greater attention. 
Excited to participate yet again in this fantastic group with yet another character from Gerda and the Frost Lord!

So sorry for the late comment and guess, but I would guess that Tamsybe is some kind of forest bird witch or sorcerer who wields great power, perhaps of the shapeshifting variety or nature-based magic.

Ok let's see... A god of some sort. Looks to be like a mix of Lion, ram, bird (peacock) man, and Eagle. They hold a magical staff that has power over the night time or nature, maybe both.Β

Ah, you're close! Tamsybe is a hybrid of a barn owl mixed with a horned being like a traditional tiefling.

such an intricate picture, I know those feathers had to have taken you some time. I'm going to guess she is some type of priestess wearing an intricate costume judging from the fact that the head is so much bigger than her neck. I'm going to guess her position is very respected in her community as well as the animal she is representing. She seems to be stern and strong. Perhaps her staff is magical?

I regret though, due to circumstances, Tamsybe was unable to participate in this round, however, to answer your question simply, she is a self-made sovereign of a kingdom she forged with ignored and disenfranchised groups within a labyrinth-like forest. She does control a great deal of alchemical abilities and extensive studies in toxicology and plant-based magic- she can make plants transform into forms and command them like golems.
She can present herself as aloof, chilly, and overall somber, but she has gentle, playful aspect she shows to those she trusts.

I am just in love with all the intricate details you've added. I cannot stop staring at the feathers. 
I'm guessing she has a job like Frost Lord Kai. Perhaps less death is involved. I'm getting a forest protector vibe from her. Perhaps she can even turn into an owl when she needs to. Judging by her staff, she definitely wields some sort of magic.

I don't know that she's a ruler of the seasons like Kai or Gerda became, but perhaps she more of a regional authority, the Queen of these woods.Β She definitely comes across as a person of great power, from her stature to the stern look upon her face, and of course the staff that she holds.

She is actually a hybrid of two groups- an owl-like people called the Sohvi, and from a group of now-gone people who had wings and horns like Tieflings, called the Skydris.

I guess Tamsybe is like the deity of the Noxian Forest and does everything to protect the forest from any trespassers and harmful beings that may threat anything in the forest. I guess Tamsybe is able to fly and maybe even having strong magical powers that they can use through the staff they are holding!

Tamysbe is a harpy-like creature, and like either a ruler and/or a sorcery given the ornate clothing and the staff.Β In either case, she is not a force to mess with.Β She lives in a forests, and if she is not a ruler, then she is a hermit who destroys all those who trespass in her territory.

...Woah! Can I first say how impressed I am with the amount of detail you put into this. Even more impressively, you managed to make all the shapes involved with the character read easily. Nothing about this character design is difficult to understand or figure out.Β

Tamsybe is... I'd say some sort of forest spirit, or perhaps a deity. She has a lot of power, and isn't someone you'd want to anger. She seems to be modeled after an owl, and this picture is set at night, so I'd guess she has something to do with darkness, the forest, perhaps wisdom or even forbidden knowledge? She seems to have a commanding and stern presence, although I get the feeling she's power under control. I have to say, I'm really, really fascinated and I can't wait to learn more.

Oooh, the style of this picture really gives me the impression of art from the Baltic region in Europe. I love how in some ways she resembles an owl which are usually seen as mysterious, wise, and otherworldlyΒ creatures associated with the spirit realms. Wonderful work, the details are impressive and I love the colours you chose - the earthy browns point to her connection with nature, but the whites and dark blues give a sense of mystery and other-worldliness. The ghostly trees make me think of a wintry forest in a realm where winters are very dark, a place where magic is at home.
Tamsybe is a priestess or sorceress, judging by the staff in her hands, perhaps the leader of an order, suggested by her stern and daunting pose. She protects her people and her forest and nothing that threatens their safety can pass her. This status as magic-wielder and her owl-like race make me see her as a wise and learned person, whose dedicated her life to her vocation and position. She belongs to nobility, judging by her richly ornamented outfit, and she is perhaps a political leader as well as a spiritual one.
That being said, I absolutely love her outfit and all the little details that make me keep staring at this beautiful illustration! Can't wait to learn more about her!

Amazing work, love all the details! Tamsybe looks like a sorceress or priestess (the name and the overall vibe sounds feminine, but I'm sorry if I'm misgendering) of a magical fae folk dwelling in the forests. The clawed fingers and feathers suggest that her kin is a kind of bird people, the horns make me think maybe they're eagle owl folks. She looks very steadfast and resolved, gives me the kind of vibe that she won't let you pass if you're not welcome here. Though in all honesty she looks awfully cute even with that dreadful frown.

She seems to be a protector of the forest with some owl-like features. Her stern look signals that she is not to be trifled with. At the same time, she weilds a staff rather than a sword or other pointy weapon, so she may rely more heavily on knowledge or magic than raw violence. She seems to be a wise, somewhat mysterious character, and she may even seem strange or otherworldly in comparison to human culture. (I'm thinking similar to faeries in old English folklore.) Personality-wise, she looks like a serious, determined person who has little time or patience for antics.
