Well, if it was confirmed, people wouldnt know how to react, tho... canonicly, Zero was never actived on classic era, nor met the original megaman. the closest thing for that is that zero was actived by a wily as a test, seen on zero`s nightmare on X4 at the start of the game.

Dr. Wily literally told Bass that he created Zero separate from him at the end of Megaman the Power Fighters 2 in Bass's ending. Wily said that Zero's power far exceeds Bass and Megaman. Zero can't possibly be built from Bass's remains if Zero already existed at the time Wily dropped this bombshell.

Because Zero used to be  an uncontrollable  robot and also Bass doesn't really obey Wily's orders and actually fights the Wily's Robo-masters because he feels like he needs to prove that he's the best of Wily's creation. That would get him killed.

zero was the last letter in Dr.Wily sleeve so he could destroy Megaman ( Rockman ) and as the zero is someone above the 2 he decided to destroy Bass ( Forte ) as well.
