You do realize that the Rapture Federation is a dimension right? And within that dimension there is probably trillions of citizens. So chances of taking down the Rapture is 1 to infinity, you simply can't take them down. Even if retro kills alpha, innocents blood will be shed in his hands, TAWOG would become a new colony for the federation. And as terrorist groups, the council considers them as a pest in a house. The only power that can actually challenge the Federation ...is the Inorbit.
