Simple- in her heart she possessed the qualities and spirit becoming of a Guardian, and the Light felt her worthy of its gift. 

Honestly, it chose wisely... Hayden is a force of nature even with one arm.

Well, I am curious.
How is she going to handle her weapons? Is she going to get a robotic arm?

For now she uses one handed weapons like hand canons and side arms, and she has a brace to help fire rocket launchers, but yes that is the plan. Amanda is going to get her all set up with a nice prosthetic
