Description I went outside and took a picture of this drawing with different lighting, and I like this version a lot more (the drawing now seems to clearly indicate night). I also filled in more of the white spaces in the sky. Do you think it looks better?

Gonna comment that the back line is too close, makes him look very skinny (unless he is in which case disregard this)

I'm not sure what you mean by the back line being too close, do you mean it should be higher up on the page so that the horizon appears further away? (and yeah, the character is supposed to be a little thinner)

Then my comment is irrelevant, I ment(in terms of the pokemon umbreon) he was in fact very skinny, and this was in part due to the neck lines having started too close to each other... which also gives the illusion of a long-ish neck.

I tend to do that with my characters; I give them slightly thinner necks. It's more of a stylistic choice of mine, that's all.
