For one, none of the architecture is newer than the 1950s. That's the main tell. Another is that there's a large neon sign atop a building that's pretty much dead center. The sign has another building behind it, so it's tough to see. Those didn't survive past the mid century and became extremely rare. A tiny tip is the fact that you can see smoke rising from several buildings, indicating they still have fired boilers for hot water and heating.
Going a little deeper, there's the lack of cellular antennae, modern advertising, and last but not least, probably something that wouldn't even be noticed by most people: The rail yard. Boxcars haven't been made like that in decades. Look at those wooden slat sides. Also, that guy is wearing coveralls, and not OSHA-regulated safety attire which has been required since the 1980s.
