As many nations had to developed economic ties with one another. The 3 main laws were established revolving around the Merchant Licence for legal trade. How to apply for the licence is by going to the trade guild and apply there personally. The processes takes about a month or less depending on the person's background. Other minor rules that are given to the merchants such as they are responsible for their own safety and are allowed to carry weapons which has to be documented in the licence.

Examples of a couple users are the Ed's of Peach Creek and the Shield Hero party:

The Ed's (Ed, Double D, and Eddy)are for the most part self reliant. Their transports mostly revolves on a van they fixed from the junkyard and they would build boats for traveling by water, so they don't have a need to buy a ship. They even have an emergency plane in case they need to leave an area in a hurry. Their policy is payment up front or no merchandise. That way they don't get rip off. However, Double d wondered how Eddy was able to get the licence in the first place. However, when asking Eddy, he gave Double d a cocky grin and responded that "its all right"

The Shield Hero (Naofumi, Raphtalia, and Filo) gain their licence through the connections Naofumi had made because they were worried about not getting it because of the King of Melromarc deep hatred of Naofumi. The leader of the guild helped out by making sure Naofumi got the licence for him and his party and promise to make sure the king wouldn't be informed. The need to escape Melromarc, Naofumi made sure to have enough money to buy a sailboat and the trio embark out to the sea. They also have a carriage, which filo would pull in her filolial form.

Surprisingly the two groups have meet in a rather awkward situation. In the Area 11, the two groups meet face to face in a market. Filo was in her filolial form when Ed saw her. He was so overjoyed to see "a giant chicken," he immediately ran to her and hugs her tightly. Naofumi, Raphtalia, Eddy, and Double D had to pry Ed away from Filo. After that, Ed apologize after seeing Filo turn to her human form. The two groups reconcile and quickly became acquaintance and hoped to meet each other again. Before they parted ways, Naofumi told the trio they could get a filolial like filo but it was rare and expensive. Ed pleaded to Eddy and Double D to go to Melromarc and get one. Both say no and drag Ed while he pleads to them that he'll take good care of a filolial.
