Rentaro Kagura, a mild-mannered and bungling young man, hails from an alternate year 2022 where everyone is a ninja! With the passing of the Ninja Nation Act, all of Japan's citizens became trained ninja warriors as a means of combatting the energy crisis by using ninja magic instead of fossil fuel. But this paved the way for the Rainbow Serpent, a fearful dark clan of ninja, to rise in the criminal underworld, and only one man can stand in their way. Nobody knows it yet, but the clumsy and inept Rentaro is actually the Legendary Ninja, who transforms into an armoured warrior of justice to stand against the Rainbow Serpent... Kamen Rider Shinobi!

Neutral Special - Flame Ninpou

Kamen Rider Shinobi sprays a stream of flame in front of himself. Holding the B Button will keep the flame stream going, and titling the control stick can tilt the stream up or down. However, if the B Button is held too long, the flame will decrease in range and power.

Side Special - Shinobi Slayer

Kamen Rider Shinobi adops a fighting stance, slowly charging energy as he goes. Release B to make him teleport forward, performing a slashing strike with his sword. The longer the B button is held, the further Shinobi will travel when it is released. If struck from the front during the initial frames of the charging animation, Shinobi will automatically slash forwards, but will slide a fixed distance instead of teleporting.

Up Special - Hurricane Ninpou

Kamen Rider Shinobi will conjure a whirlwind around himself, then leap upwards into the air. Any enemy fighters that get caught in the whirlwind will be thrown upwards, and if the player is quick then they can perform an arial attack to follow up on the initial jump. If this is done, however, then Shinobi will enter a helpless falling state.

Down Special - Decoy Ninpou
Kamen Rider Shinobi will strike a defensive pose, anticipating enemy attack. If he is struck from any angle, he vanishes, replaced by a wooden dummy. He will then reappear a certain distance from that location. Unlike most counter moves, Decoy Ninpou is used as an escape, making Shinobi difficult to catch and giving him breathing space to plan his next attack. Tilt the control stick to change where Shinobi will appear.

Final Smash - Punishing Ninpou

SEIBAI NINPOU! "Going forth!"

Kamen Rider Shinobi will spin the shuriken on his Shinobi Driver to activate the finisher, then conjur a powerful whirlwind in front of himself. Any and all fighters hit by it are flung upwards and sent into a cinematic finishing move. Hundres of clones of Shinobi strike from all angles, before Kamen Rider Shinobi himself finishes with a powerful flaming kick to the foes he has caught. If more than one opponent was caught.

Side Taunt: Kamen Rider Shinobi performs a ninja pose.

Up Taunt: Kamen Rider Shinobi briefly vanishes for a moment, then reappears again.

Down Taunt: Kamen Rider Shinobi tosses his sword and catches it.

Victory Pose 1: Kamen Rider Shinobi performs his trademark dramatic pose while saying "My name is written in the heart of the blade!"

Victory Pose 2: Kamen Rider Shinobi flips into view, then performs a series of sword slashes while saying "Let's pull the curtain on this fight!"

Victory Pose 3: The Kurogane Oogama hops into view as Shinobi stands atop it in a classic ninja pose.
