I am going to confess; I have only ever played the original RE1 and RE2 on the first Playstation. As new games came out, I've never had time to play them, but I have tried to keep up on characters and stories through videos and streams. In regards to RE4 and its Remake, I have always wondered how Ashley Graham's kidnapping actually happened. I've read that Jack Krauser was responsible in exchange for joining Los Illuminados, so here is my head cannon:

In Massachusetts, the first daughter Ashley Graham found a way to ditch her Sercret Service and sneak out the back of her school. However, a stranger in a black van is watching. This stranger is Jack Krauser; he did his homework and was able to position himself perfectly. As Ashley walks into the parking lot, the van runs up to her, narrowly hitting her! Before Ashley can recompose herself, the van's side door opens and Ashley is greeted by the scarred man. Ashley is pulled inside and the van speeds away, leaving her backpack behind. Inside the van, Ashley struggles and squeals while a big beefy hand presses a small towel soaked with chloroform over her nose and mouth. The more she struggles, the faster the chloroform takes effect and puts her to sleep. Now unconscious, Ashley is bound, gagged and blindfolded with duct tape. For extra security, a pair of headphones are placed her mousey ears to deafen all noises. With his prize all wrapped up, Jack heads off catch his ride to Spain.
