Bag and hat? From the Archie comic series; Knux from the future! In the Issue #130-140-ish range, if I remember correctly.

No you're right he does wear that hat in the 25 years later arc! Buuut he also wears the hat AND has the bag in the pretty old Sonic the Hedgehog OVA.
