I'll write a disclaimer flat out here that I'm not a fan of the PPG cartoon sort of drawing style so I'm leaving that out of this critique--I don't know enough about what's good or bad to do regarding that style, so I would encourage someone else who does know that sort of thing to tackle this aspect further.
Now, moving on...

By far the biggest problem I'm seeing here is the lighting. If the light is meant to be coming from above the character and to their right [picture left] then the umbrella would be obscuring the light from hitting most of their body, especially with how large it is. In fact, the way the light work is done here, the light seems to be emanating from the underside of the umbrella, which I'm going to assume was not the initial intent. If the lighting it supposed to be coming from slightly above but behind the character (something I could gleam from the highlights on the hair) then more of her face and body would be in shadow, as well as the majority of the longer hair.
Speaking of the longer hair, it seems to vanish at the point it hits her body. I may not be one for this particular style, but I at the very least know that the hair should connect to the head and thus should expend past the point it ends at her left foot [picture right foot] and continue on curving upwards until reaching the head.

The character herself looks happy, but the picture looks too clean and tidy for her to be flying through the rain--her umbrella doesn't even look wet.
Lines are okay for the most part, though when looking at the way they are set up (thicker lines being for defining solid shapes like the body and hair, while thinner lines indicate details on the already defined body, like the shoes and eyes) I'm confused as to why a thinner line was used for the bottom of her dress, where the initial pattern of line use would indicate it should be thicker.

You may want to look into using more varied colours for shading, rather than darker tones of the base colour. I feel it would help to make future pieces pop.
